I need to know where the fuse is located or which plug to replace, , i cant tell where the wires are leading to exactly after going up though the hole on the bottom, the circiut board has wires coming off that go to plugs but none are directly behind the button switch for the lights, i added a ton of info in my summary above, everything on the microwave works perfect as before i shorted the lights, the fan, clock, timer, it heats, inside light, the surface/hood lights are the only thing i cant get to turn on, the display still reads on/off when i push the button

The problem is that the magnatron is not getting power. Chance is that if could be a bolwn fuse inside the unit. If the fuse don't fix it then that leaves the charging diode, capacitor or the magnatron, or high voltage xformer of which without technical epertize I would not recomend attempting to replace. good luck

Yes you should replace the fuse which in the control department. You must remove the cover which is one unit the top, left and right panel. Also sometime the bulb holder wires might have be loose or burned out and been disconnect so this have create an open circuit. So you can have a visual check of these wires but since you have the oven panel removed have a check of loose or overheated wires. Take care to remove electric plug and avoid come in contact with the magnetron capacitor since this can evacuate instant high voltage and might burn your hands, and this hurts very bad for more than a week.
