Is this a Android OS Tablet? If so you pull down the top menu hit the gear and click on wifi.

activate your 3g hotspot. activate WIFI on laptop and JOIN network that is broadcast by your 3g hotspot

I have our laptop and xbox running off phones hotspot. what I did was go on your phone to the configure wifi hotspot. make sure u configure wifi hotspot first.it will ask for a network name, then password. I picked out my own then saved it.on my phone it shows phone wpa2 psk portable wifi hotspot. then u will click on wi fi hotspot should read portable hotspot phone active. now go to laptop look under the wireless internet should show a list of available networks. u should c the one u created on your phone click

CHECK THE VIRUS

No this will not function as a wifi hotspot.

Turn off your computer. Remove charge. Remove battery. Hold down the power button for a minute. Connect only power cord and restart it.
IF not working, then you need to either replace charger or it is an issue with connecting port.
