Them the network have to look for there line and also make it usful for them only.
I think you need to insert the original Sim card that was used when you set the code. The code is stored in the card. Once you have done that and unlocked the phone, the phone will work with all other Sim cards. Just remember if you set the code you have to use the card that was in use at the time.
You can take the phone to a shop and they might be able to clear it. They have special software for that purpose, that isn't readily available to all.
Seeing that I too have a Motorola but not your model and I have 4 Sims for 4 different International networks, it finally occurred to me what your problem is. The phone is "locked" to the service provider so you can't go some where else. My phone was "locked" to my original service provider and I couldn't use it anywhere else without unlocking the "phone".
When you bought the phone originally it came with a Sim card for the network you originally signed up with. Correct? The phone is now "locked " to that network. They gave you the "unlocking code" but it appears the code they gave you is not working.
I looked in your manual and on page 73, it states exactly what you said about the error message. That validates what I just said. You are locked to the original Sim and network. You can only attempt "unlocking" the phone 10 times according to the manual! Then you have even a bigger problem.
To solve you problem you need to take your phone to a dealer who can "unlock" the phone. He has the tools you and I don't have to do this.
Once the "phone" is unlocked then you can use any network or Sim card you want. But you need to have all the Sim cards with you when to do this so they can confirm they "all" work. Look for a dealer that advertises "phones unlocked".

when I have the original sim, it doen't look for phone unlocking code as the phone is assigned to that network. So I don't understand how I could insert the unlocking code with the original sim in the phone. I would appreciate if you could clarify a bit more on that.

thanks for your input. But my problem is that the phone is not prompting for the unlock code. Ineffect even though I have the unlocking code, I couldn't even try unlocking the phone as it is not looking for the unlocking code. In the mean time I have contacted Motorola and they said that they will contact me as soon as they have an answer.
