Want to do department setting
Turn key to program mode.
Turn power off.
Hold down JOURNAL FEED while you turn power on.
You should see 'LLLLLLLLLL' on the display
The machine is now ready for memory clear. Use the initialisation code from the programming manual which you obtain by using the table to work out the code for your country. Type the code at this point and press SUBTOTAL. The machine is now ready for your new menu etc.

Have you set your departments or PLUs to use both taxes?

This is not advisable as you will lose a large amount of settings and data. If you are not familiar with memory allocation procedure, key allocation procedure, machine features settings and function settings, then it would pay to avoid a full RAM clear. It would be much easier to edit the existing programming to suit your business.
If you still want to RAM clear the machine and start again, you will need the tables from the Casio TE-2200 dealer manual:
