My bobbin is wound properly, and I have rethreaded several times. The top thread becomes stuck on the silver piece in front of the shuttle when I try to pull up the bobbin thread.
I just had the same problem with my Brother xl 2600i.
Still not as smooth as it was before, but at least now it works.

its the problem of the timing belt in your machine its extra loosen or extra tightned or is slightly came out of its position or finally broken.
as the machine is proper just missing the proper speed as it should be .
it is running continuosly as you stated.
check the timing belt and make it proper if its worn out and needs replacement this is how its done
There is an adjusting screw on the right side of the machine head. Follow the motor bracket to the machine head and loosen that big old screw or bolt which will raise or lower the motor giving you slack to remove or replace the belt.

try a tension a 3 to 5 on the top tension
try changing to a needle or if it's a new needle make sure the flat side of the needle faces the back of the machine and pushed all the way up into the needle holder
make sure the needle & thread are correct for each other, if the needle is to thin or to heavy for the fabric it will not work

Got 14 of those machines used industrially, never seen one of those with timing problems from straps or loose straps. Most often it comes from ruined needle bar assembly.
Check if the needle bar is perfectly tight. If not, bring the machine to a technician. The assembly cost about $25 and service should be around $70.
