I installed windows xp in my Dell Inspiron 6400 Notebook but it do no starts.. system hangs at windows boot screen. Problem started when i tried to install windows7 in it. windows 7 did the same. than i install xp again. but problem is not solves.
You may need to "wipe" or reformat your entire C drive to be able to install Windows program again. I would suggest installing WIN7 program as WIN XP is at its end of life cycle for that operating system and Microsoft may not support it any longer.
If possible try installing WIN7 once again, and if requested to reformat or do an entire install, choose YES.
WIN 7 should then reformat your C drive, erase everything that is on it and then install as WIN7 program.
Be sure you have your program license key to install WIN7.

You might want to reseat your ram, Also See if you can get past the BSOD by hitting F8 and getting into Safe mode with Networking. Once there paste this into a Internet browser: http://msdl.microsoft.com/download/symbols/debuggers/dbg_x86_6.8.4.0.msi
Once downloaded and installed, click on
File>Symbol File Path > type "SRV*c:\debug_symbols*http://msdl.microsoft.com/download/symbols" and click OK. (nothing will happen)
File>Open Crash Dump>browse to c:\windows\minidump and select the file with the latest date. They are named in the mmddyy sequence.
Once the file is open wait and click on an option "!Analyze-V"
Then look for module name. This is the file causing the error.
Though lengthy, if done right this will certainly fix your issue.

Dell XP Installation CDs are the same for all systems, the drivers for different systems are contained on the Resource CD for that system. Dell also usually places the drivers for the system in a specific location on the hard drive to be reinstalled later if needed. It depends on the type of installation you performed.
If you did a Repair Installation, the underlying files and programs would have remained intact and the correct drivers would be found in the c:\dell\drivers folder from the original installation. However, if you did a Full Installation you must do one of the following:
1) locate the Resource CD for your Inspiron 6400 and install it;
2) see if 'Local Area Connection' shows under the Start button->My Computer->Connect To->Show All Connections menu, and if so just hook to the router or modem by an ethernet cable until you download the drivers from Dell's website (support.dell.com);
3) download the drivers from Dell's website (support.dell.com) on a different machine and copy them to a USB memory stick or cd, then insert the media into the Inspiron 6400 and install the drivers;
or
4) install a USB or PCMCIA wireless card or ethernet connector just to get you online so you can get to the Dell site to download the correct drivers. You probably know someone you can borrow such a device from rather than pay the $30-$40 to buy it new. Once the correct drivers are installed you wouldn't need it again.

you have gone into XP's backup and restore and reset your dell to a previous point right http://technet.microsoft.com/en-us/library/bb490854.aspx ?and if it was this way the first time you booted up it might have been installed wrong and it will need to be manualy serviced unfortunately most companies don't give restore disks any more, if your dell came from a retailer and it is still under 3 month the store should reinstall xp for you and if it isn't the store still might do it, dell might also offer a mail in fix for ya, if that doesn't work you can always go to best buy's geek squad and when you get it fixed make sure to make a backup disk using windows backup and restore, vista has software to use to make a back up disk i dont know about XP

Usually this happens when the vista boot loader fails. During boot up, keep tapping F8 and then select Disable Automatic Restart... and get the stop error code which usually starts with 0x
