Instead of the spin basket rotating during the spin cycle, the agitator rotates instead. The spin basket can be manually rotated counter clockwise so it's not frozen. The motor looks okay and the belt drives the pulley during the spin cycle (looked underneath during operation). Finally the agitator works okay during the wash cycle.
For many months before the failure I occasionally would hear something like plastic gears slipping so my guess is the transmission finally broken. Does this sound reasonable and what would a transmission repair estimate be?

Sounds like the spin coil/brake solenoid is burnt out or broken. This is a coil situated on the motor plate under the machine with a lever attatched to it. When the machine goes into spin cycle, this solenoid pulls the brake away from the outer drum to allow the drum and agitator to spin together. The shaft that goes into this coil should move in and out freely. If tight, replace spin coil/brake solenoid.

The solenoid shaft would not move freely and there was no continuity when measuring resistance across the solenoid terminals. Since replacement cost would be around $160 it wasn't worth repairing and purchased a new washer. Decision to buy new was made easy based on the excellent diagnosis. Thanks!
GE top-loading washer agitates on spin cycle and water runs out at same time --- leaving clothes beaten with no water in tub. Grease puddle found on floor. All other cycles work well. Machine about 15 years old.
