Don't know how your controls are set, but you have two switches on the front and a knob on the right. The switch for the steamer (the right hand switch) should be off. The knob on the right should be turned clockwise to turn in off. Then no water or steam should come out of the steamer wand. If it does, the seal on the knob inside the machine is broken. It can be repaired but only if you're handy with a screwdriver (make sure if you take it apart you disconnect it from the mains).

When I took mine apart I noticed the switch had melted near the contacts. This makes me not want to fix it, but instead, look for a better model. Hope this helps.
The correct cleveland part # for your valve is 22221. If you have the correct valve there should be no extra ports. The steamer will flush itself when you turn it on, and periodically if there is the optional blow down timer installed. Hope this helps
Both tubes must be in the water. If you haven't used the machine for awhile, fill the water canister, turn the espresso maker on and also turn on the delivery switch (the top switch on the EC140). You'll hear the pump and in a second or two water will begin to exit the boiler nozzle. Immediately turn the delivery switch off. Wait for the "OK" light to come on. Press the "Steam" switch (the middle switch on the EC140, place an empty cup under the frother and turn the steam control knob on top in the counterclockwise direction. Steam will come from the frother. Be very careful to avoid contact with this steam.
