Can't say for certain, but there are specific 110V and 220V versions of DCB101.
None are labelled 90-220VAC as would be normal for universal voltage equipment.
If you operate 110V equipment on 220V then you will most likely damage it with overvoltage.
If you operate 220V equipment on 110V then you will most likely damage it in over current or have it simply not work.
It is possible that the charger is universal, just not labelled as such.

the overvoltage warning is telling you that the onboard commputer has seen to much volatge this is caused by your altnator there is a voltage regulator in the altnator that keeps the voltage output around 13.6 any higher can do perpent damage to the electronics on your car that is why it says stop quickly.

If it shows-up _immediately_ when you turn the computer on, you're in the pit of alligators.
