Are you sure the bulbs are ok.Visually it's hard to tell. all the time if they are bad. Be sure and check them with a meter and if they check out ok then you need to check for voltage with the key in the on position and lights on.going to the rear light assembly itself. Usually if its just one side not working it's a bad bulb. But that's usually not always. Good luck.

sealed beams look ok or are ok? verify with 12v batterie, if ok, you might have a grounding problem. check for 12 volt on the connector for the beams with a voltmeter..
generally when the fuse is ok and the bulb is ok the problem is corrosion of the ground wire and connection to the frame, or corrosion in the bulb sockets. for starters go to any auto parts store and get an aerosol can of contact cleaner especially for auto bulbs and connections.
