Have you checked the switch on the top left of the phone?
That's the mute switch. Flip it in the Up position and that should fix your problem
If the phones ringing when you test the ringer in the settings, the ringer works. It's probably just muted..

Check if your iPhone is not in silent mode. Push the Ring/Silent switch upwards to turn off silent mode. You'll know that the silent mode is not on when you don't see the small red dot at the Ring/Silent switch which is located just above the volume buttons.
All you have to do is hold the pound (#) button down. It will then say exit silent mode. If you ever want to put your phone back in silent mode, just hold the pound (#) button down.
