No , can't be the relay , by looking at a wiring diagram the power outlet has different supply voltage . Fuse 1 25 amp is for power outlet an cigar lighter use's fuse # 2 25 amp. Free wiring diagrams here http://www.bbbind.com/free-tsb/ Enter vehicle info. year , make , model an engine size. Under system click on interior & driver amenity, then under subsystem click on cigar lighter . Click the search button , then the blue link. Looking at the diagram you will see they have different fuse's. Something up stream from there is blown . Need to look at electrical distribution diagrams. Go back to system an click on electrical distribution then under subsystem click on power distribution . Click the search button then the blue link. Scroll down to the # 6 diagram . You will see fuse # 4 50 amp location is under hood fuse box . Check that fuse .

Check how many volts/amps in your interior lights, and check also how many volts/amps on your fuses it suposed the fuses has a twice higher amps than the lights. Or it might you have electrical shorted on your electrical, check on the diagram ang follow the lines for the open wirings connections

Tom is right. They're already at the brightest setting, turning it up anymore is turning the interior lights on. It's normal, there isn't a problem.
