I hate to tell you, but there is no belt at all on the steam vac line. they have a suction driven turbine to turn the brushes, and a suction driven pump for the water flow. But definately no belts.
If something is not working on it, describe more in detail what is not working and we can narrow it down better for a proper solution.
Te dual V models have an electric pump and 2 solenoids that control the soap and water to dispense. The problem you describe, sounds like the water solenoid is stuck open. and would need to be serviced by a repair shop.
Fill the tank and determine if the plastic is leaking, or if the valves are leaking. if the tank is cracked, it would need replaced. There is an improved design now available.
You may cycle the valves on the bottom with the eraser end of a pencil.

Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. You may have a bad water pump, bad gasket, the water release valve could be broken, or the water tank is not sitting on the opening properly or the trigger assm is not closing properly. There are screws on the bottom to remove, then near the back on each side, the is a catch to release. Before you turn it over, there is a screw where the water intake is near the top to remove.

The attachment works on the suction from the Hoover Steam Vac and it’s either a straight suction tool or a revolving brush, check the front of the machine to see if the is a switch to turn on and odd, also before you attach the upholstery tool check the end of the hose for suction, it may be that your upholstery tool may be clogged or the brushes are not spinning and a part may be broken.
