check for the pump belt broken or off,clogged pump or sock or small item clogging the tub outlet to pump hose. the pump pulley may have become loose on the shaft also
ok i assume it is a gas powered pressure washer, if the pull rope wont pull out at all you either have a locked up motor or pump if it is out and wont go back in or recoil then the spring under the engine cover has either broke or come unwound.also if it wont pull out do youhave water applied to pump? if so turn off water and disconnect water hose to relieve pressure and try to pull it then then if it starts then apply water.
check the wiring to the washer pump - its on the bottom of the washer bottle, disconnect the connector to the rear washer pump (do them both)
and clean up the contacts with sandpaper -
you can try swapping the connectors over and see if the front washer connector will power the rear washer, if so the problem is a fuse or the rear washer switch is broken.

This way you can prove both pumps work, if the rear pump wont work off the front pump cable then the pump is at fault and needs replacing.
it must drain before it will spin.if water is standing in it .remove power take off frount panel.remove screws that keep pump onthe washer move towards bucket and open pump and clean out.God bless tom
kinked hose adjust hose so unkinked or water pump clogged sometimes socks get past drum into water pump water pump sends the water out these are the main reasons the washers wont drain couple things needed for pump removal bucket and a couple small cups pull water out once low disconnect power turn the water off disconnect you will need someone strong and a dolly take out side the little water left in will make washer heavy once outside tip back lay down on side angled up a little pull pump out pull debry out with needle nose pliars 2 people needed here then put pump back in done

kinked hose or blockage in the water pump you defininatley have material in the water pump disconnect washer all together pull out after you drain the water by hand as far as can go use a dolly take out side drain the rest by tipping on side you might need 2 or 3 people to get the washer out with little water left when on side pull the water pump off look inside and pull material out with a pair of needle nose pliars that clamp you will need 2 people to pull out material one to hold the pump and one to pull material out with pliars
once done before you put back together do a lube on your washer with appliance oil this will insure good maintenance
what i decribed at top is the non costly way to fix your own washer if there is material stuck in water pump
