If I type any key on the toshiba portege M205 the keyboard produces multiple garbled characters. None of them being the key that was typed.
If I attach the laptop to a KVM, the key strokes are always correct. Is there an onboard keyboard chip that is bad, or is there a way to do a basic reset of my whole laptop?

I do agree with melnavz here: you need to clean the keyboard first off. However, i don't think it's necessary to clean each key by key because taking keys off is rather tricky. You can replace individual keys on a laptop keyboard instead of having to replace the whole thing only if you have extra keys stashed somewhere. Nonetheless, another keyboard really shouldn't cost all that much if it is the problem.

You have Number Lock set on your PC - Have a look for a key top right hand side, it will have something like NumLck written on the KEY - you may need to use that Key in combination with the FN key - bottom left of keyboard - there should be a light somewhere on the keyboard which goes on/off as you toggle the NumLck key. You should see different coloured numbers on the key s*()UIOPJKLM These are the numbers and symbols that will be displayed when the NumLock is used
