I did not notice code list but here is a manual, hope it helps.
Plug the battery charger into a wall outlet, then into the charger port on the side of the scooter. The indicator light on the face of the charger will turn red, showing that charging has started. When charging is complete, the indicator light will turn green. A full charge will take 6-8 hours, however if the battery is not empty charging may take much less time. As I said in the comment some chargers have 2 lights and will both turn green after over night charge. if not then 1st make sure your outlet is not being accidentally shut off by a light switch.

Connect the charger's plug to the charging port on the scooter.

When the charger's LED red/orange light is on, the battery is charging. Optimal charging time is 6 to 8 hours, or up to 10 hours to achieve a complete charge. The scooter manual will have the exact charging
Times recommended for your scooter.
Stop charging when the LED light is completely green.
Disconnect charger from the scooter, then from the power outlet.
Run your scooter before riding it to verify the battery charge.
most chargers I have seen for mobility scooters have a red power light green for charged and orange for charging has your charger always had 2 red lights ........?????
When the red light is on it is to indicate that the charger is getting power from the wall outlet. If there is a second light that normally comes on Green when charging pay close attention to it when you first plug the charger in. See if it blinks even once then turns off. If it does that means the charger is not seeing any battery voltage at the plug that goes into the chair. If the green light does not blink at all then it usually means the charger is defective. Also most wheelchair battery chargers will not charge the batteries if the chair is to dead to even turn on.
The green light will come on if the charger does not sense a low battery. In other words, if you plug it into the wall, and not the scooter, it will still show the green light. It will only show a low charge (and charge the battery) if it is completely connected completing the circuit. My guess is that the battery is dead, and the plug is not all the way connected. Also, I believe the scooter has to be turned off to charge.
This sounds she has tripped her circuit breaker. It works just like the one on your house, when you ask too much of it it suddenly goes 'pop' and seems to be dead.
Looks like you have the same scooter as mine, it should be a little white button on the back of the base. If you follow this link, it will give you a pdf version of the older model pride victory manual, (Mine is a three, they are up to about 10!) See fig. 8 on page 20 and 'Circuit Breaker' on page 21.
