Possible missing teeth on flywheel. Bad bendix or clearance discrepancy.

The carb needs to be cleaned. The main jet and nozzle are the areas to pay attention to. The main jet screws into the carb in the same spot that the float bowl screw goes into. The nozzle sits above that and if you tap the carb (carefully) on the bottom once the main jet is removed the nozzle will drop out. Use a small piece of wire to clean all the small holes in the jet and nozzle. Make sure they are open and free of clogs. This is a common problem with all small engines.

Sounds like the starter drive is not engaging. The starter drive on the starter is not engaging into the flywheel. You would be able to hear the motor on the starter it is just that the drive gear on the end of the starter is not coming out to the flywheel .

if it's old enough you'll have to get the kit. 06225-vh7-305. on the trans there's a lever that the cable attaches too. if it's a barrel type it needs updated. if it's a loop style then its the newer style. If you don't have the proper tools you might want to have a Dealer do the work. will save you the headache.

unlikely as the motor spins. It appears that the motore solenoid is allowing the motor to spin before engaging the teeth in the ring gear. ON a lot of starters the pivot pin is adjustable to allow for correct engagement.Remove the starter and check that the solenoid is fact connected to the clutch part of the starter. Check that you have the correct starter for the engine

Yep, not enough amps to engage the starter clutch, and when ti does engage, not enough amps to turn the engine. You need a 12 amp battery.

From your description it seems that the starter is not engaging to turn over the engine. First ensure all the connections of the thicker cables to the battery, starter and tractor frame are clean and tight. If starter motor is turning but still not engaging it will mean that the pinion on the starter motor is binding on the shaft. You can buy a new starter pinion gear from your local B & S agent.
To replace pinion, remove starter motor from engine, remove old pinion and put on new one and reattach starter to engine. If fuel & spark are right you should be up amd running.
