If all the wiring connections are correct and intact then it does sound like a transaxle or electromagnatic brake problem. This is not a disaster nor necessarily very expensive. All these Pride celebrity XL scooters are being dismantled now and being sold as very economical spare parts. They were and still are great scooters and worth repairing.
The transaxle sounds like trouble, but you can get a limited guaranteed one for £50 + postage. Motors and electromagnetic brakes are two parts but fit snugly together and are often sold mounted together for about £60 or roughly £40 individually. All are available on eBay.
All these parts are very clearly marked with type number, part numbers serial numbers and date of manufacture. Be scrupulous about buying exactly the right piece. Fitting them is actually very easy, it's usually a matter of a few bolts and it's done. If necessary find a reliable, able, keen local mechanic and he/ she will easily manage it for you and you'll save a fortune over the Pride "system" of over priced parts and shark providers, (some are great of course, but some are far from it).
Don't count on Pride repair manuels, Pride Move mountains to keep you from ever seeing one. The best tip is to carefully photograph each stage before and during dismantling, keep labled boxes and tins for each part's bolts and bits and photograph all wireing loom parts before disconecting - this will prove to be a vital reference.
Clean and carefully lubricate - not too much - mind brake drum surfaces. 90% of it is common sense and if you can, give it a careful go, otherwise you will doubtless find an experienced hand locally.
Sounds like a blown transaxle. If the scooter has had heavy use or a heavy rider this would not be uncommon after 3-5 years of use.

It is often a damaged accelerator (Potentiometer). Sometimes the shaft on the wigwag breaks the contacts in the accelerator from being moved too vigorously when going over a bump too fast. A technician would need to repair this for you. Happy scooting. Regards Chris… [email protected]

My Mother buggy does the same and you can damage the gearbox, so I use a elastic try down to the bumper this stops it from moving but should there be a need I can remove it.
the Freewhel mech may have come loose so check it out.

if the freewhell function does not work, first look at the brake unit , see if you can remove it, normally about four to six allen bolts,
Now with the brake removed can you turn the wheels ?
If not then then it's most likely the gearbox so you will need to take it to a repair agent.
