you can format it by inserting the Windows XP CD and install a new XP OS on the machine and you can also format it externally. I am not sure what it is that you want to achieve ...is the Hard Disk damaged?

you can visit a internet cafe.bring a flash disk or anything portable drive.from there you can search your pc driver needs.but if not,you can use your os installer.like windows,it has drivers for almost anything.
