I work on these sets daily and it is always the X-Sus pcb, I realise this is an old post but thought I would write to help others who may stumble across this post. At component level it's either a shorted FET on the top of the PCB or on the underside there is also an IC that goes short, usually you can see it burning.
on msot samsungs you would go to settings then security then PIn check then disable. It will ask you for your PIN code after you enter it the code will be off.
If you have forgotton your PIN code....
If the wrong PIN code is entered too many times your phone should ask for a PUK code. Your carrier can provide this code for you andit will allow you to reset the PIN on the phone
