By locked down I am going to assume you mean it will not go back to the normal postion when it is not making a hole. this can be caused by too many of the scrap pieces of paper that are left from making the hole. clogging the punch area. remove all the excess pieces of paper that may be stuck in the whole punch, then try again, you may have to pry the handle and or push and pull it until it releases. do not use again until the handle moves smoothly, clean the areas around the punch.

Cannot get the arm all the way up

this can be caused by excess paper stuck in the punch area. clean out all the excess paper, making sure to pay attention to the punch area. gently try to move the handle, it may take several tries to get the handle to move freely, make sure you clean out all excess paper before you use again.

Replacing starter pull cord on 77 20hp mercury

Remove the starter housing from the top of the motor and see if the spring broke or back wound it's self when the rope broke. If all is well remove the rest of the rope from the spool by feeding it back thru the guide hole the handle rests on. Wind it out and find a hole drilled thru the spool and put a punch thru it to lock the spool in place against the spring pressure. Remove the old cord. If it has a steel hook glued to the anchor end you will need a real mercury part. If it has a knot. your in luck.

Take your new cord and burn one end and roll the cord to a point while it is still molten. Tie your knot and heat it till it is cooked so it won't untie itself. Feed the pointy end thru the spool and out the front of the housing. Tie a knot it it where the handle would go. Gently feed the rope on to the spool when you remove the punch.

You will have more rope than the spring could wind. so untie the end knot and feed it back to the spool and put the cord in the notch of the spool so it won't rub on the housing and wind a few more turns into the spring .

When it has enough pressure to completely wind the cord up. put the punch back in the lock hole and feed the cord out the hole thru the handle and knot it, then cook that knot as well.

Swingline Model 525 electric 3 hole punch

It has a safety switch. This switch turns machine on when it detects paper and off if it doesn't. Something wrong with sensor. Broken, paper stuck under it, out of position. Will have to open it up and check the sensor. ***Always remember to unplug any equipment before working on it***
