There is a Cassette Micron Filter 60696.If you have a HEPA cartridge filter you need EUREKA's HEPA part 61500.In earlier models there is a micron filter instead of a HEPA filter--for that you need EUREKA's Micron part 60801. But if you have that HEPA filter, the manual says you have to use the HEPA filter to achieve the closed HEPA filtration system again.
Try a local vacuum repair shop. Most of the major retailers carry in stock mostly what they sell. The local repair shop may not have the bags in stock, however they should know where to get them from.
I just checked my supplier here in Canada and they have the bags, but not the filter. Take the filter with you that you are looking for, maybe the store will have a suggestion of a replacement.
One thing you might want to try is to see if the brush itself is binding up at the ends. When dirt gets in the end pieces and makes the brush difficult to spin, it will slow down, add to that the contact with the carpet and it may slow down even more.
Give the brush and axle a good cleaning to see if it works better.
Add a bit of WD40 to the ends of the brush axle.

There are several reasons why your Kirby isn't performing at it's best.Check the fill tube inside the cloth bag for clogs or tears in the fill tube itself.If the cloth bag is full of dirt,you have a broken or loose filltube.Check to see if the belt needs to be replaced.The belt could be streched out or broken.Next,check to see if the bristles on the brusroll are wore down.You could need a new brushroll.If the brushroll is resonably new,it could need to be adjusted down more.To adjust the brushroll.remove it from the housing and turn the ends of the brushroll to the next side,and reinstall.The ends of the brushroll are equipped with offset end,and by turning the ends and dropping it back in,you've adjusted it to the next level.The bristles should extend 1/8-1/4 inch beyond rug plate.Also if theres dirt in the cloth bag,you may have to wash bag to clean out the pores in the cloth.
not sure which filters you have ... i will assume you have a replacement cassette micron filter -- goes in the compartment on the front of the vacuum just lift up the handle on the compartment and swing upwards it will pull out like one large piece the filter is on the back. the cassette door will be hinged at the bottom so just pull firmly from the top and snap back in place after replacing the filter.
