If your refrigerator is frost free and been running for a year or two then here is the solution.
Why would you need to defrost a frost-free freezer? Because they do sometimes get frosted up! This is especially common if the door gets left open for long periods without being noticed, then shut again, thereby trapping lots of moist air in the freezer, which can only come out as frost. The problem is that if their defrosting cycles don't manage to cure their problems they get frosted up at the back, out of sight. If your freezer seems to be struggling to keep things frozen but is otherwise working normally you should consider defrosting it before concluding it is broken.

I have found the best way to defrost my not quite frost free fridge-freezer is to empty the freezer compartment contents into the fridge and switch it off overnight, leaving the fridge door shut and the freezer door open. By stacking all the frozen food together as tightly as possible, ideally wrapped in something to help insulate them (such as newspapers) they stay cold for a long time. In the morning I get in my scruffy clothes and wipe up the puddles caused by the visible frost in the freezer and any puddles formed underneath the appliance. However this is only half the story. To ensure all the frosting has been removed from the hidden parts of the appliance I get my hair dryer and blast warm air into all appropriate crevices from inside the appliance and from behind it.

Unplug the unit, then remove the relay from the compressor and shake it. If it rattles, then it is bad and needs to be replaced. Here is a like to the new relay.

is a multi-solution answer since I don't have all the tech from your question to pinpoint your problem
But the solution is in here generically, if you read and study the solutions very,very carefully.

Sounds like the cold control has stuck . Unplug the two wires from the cold control and plug them together. Turn one wire over and plug it into the other. away from the cold control.
The cold control is the knob in the ref that turns it on and off and has numbers on it. (Thermostat)
If it runs then that cold control (Thernostat) is the problem.
If that doesn't work DO THIS:
The relay on the compressor may need replaced
A relay starts the compressor with a higher voltage and then quickly kicks out
Thats what is happening with yours
Its best for a tech to replace The relay but you can do it
Take your model number to your Local Appliance parts store they will have a diagram
showing you how to install the relay. Its called a hard start relay
also try hooking the two wires together on the cold control to route around the cold control.

I have a GE model GSS22JERFWW S/N AL243114.The freezer portion doesn't freeze the ice trays and the refrigerator portion doesnt keep anything cold as it should even tuned up to 9 whereas it used to...

Things to check: does the compressor run? Does the fan close to the compressor run? Does the inside fan run? Is the rear wall inside the freezer covered with frost? That would indicate that it is not going into defrost which will have the same result (no air movement). Does this help?

My cooler doesnt get cold at all.can the refrigerant stuff be replaced or charged barring it doesnt have a hole in line

it most likely isn't the refrigerant leak problem,if the unit sounds like its running but not cooling the rtc contactor assembly on the compressor body is defective,you need to access the compressor from the rear of the unit,unplug the contactor and get a new contactor and this will solve your problem,units these days do not normally lose their refrigerant charge

This sounds like the curcuit board has failed. No repair is able to be made to the board. Just replace the board and all should be fine..
