The required, (but not included), 4 "C" size batteries fit inside the coal car. One "AA" size battery goes in the pump car, (which has a lantern light, besides the pumping soldier), and 3 "AA" size batteries are needed for the remote control. There are separate switches on the engine, the coal car and the pump car to activate all the features of the train. The directions are explained on the remote control devise.
The locomotive is not receiving the single from the remote . You need to paire them. In the Manuel should be intuitions for pairing. Hope this is some help.

Swing buy any big name parts store. They will usually have a tester on the front counter. If the battery is new and the remote won't make the tester light up than the remote is junk.
There is no on/off switch. Remote will give no indication of working. Try putting engine and coal car only and try. I have had this train set for two years and the remote tends to work whenever it wants.
I had a similar problem with my 11000 Holiday Tradition Express. I cleaned the track with an eraser (pencil-type) and then used a soft cloth to clean any possible residue. After doing this twice, my train is now running.
