did you send the PC to a service shop, or Toshiba; Dynabook repair center, yes
well they do reset them all. (even by laws)
they tell you , step 1 backup data
step 2 send it in.

On a Laptop, it isn't a 'Reset', it is a Reformat. You will need the operating system CD or it may be on a hidden partition.

do you mean resetting the windows to the factory default? If yes, then you should re-install the windows OS via RecoveryDisc (you can create manually when first time load the windows OS) if you don't have the disc, try contact the seller / store you bought it...or simply order the disc online (many website provide it, but you have to pay them)...restore to the factory state is very simple, just boot it with Recovery Disc, follow the instruction, then let the disc do the rest...

I can assure you that that part number is out of synch with Toshiba's sequences. Close, but no cigar. Did you buy that from Toshiba direct, or somewhere else. I have a toshiba tecra myself, so I go to their support center when I need help.
