It's a front load washer and the water is not draining. I disconnected the drain hose in the back and reconnected the hose. The hose is not clogged and drains 48" off the ground.

Try this link for step-by-step instructions. More than likely you will have to clean the drain pump as well.

If you are having trouble draining the water from the wash tub, and cannot get it to drain with a shop vac, you can drain it directly from the tub. If you don't own a shop vac, you may have to bail. If your drain pump does not have a clean out trap, remove the inlet and outlet hoses to access the inside of the drain pump. Inspect the pump impeller for obstructions and/or damage. If the water will not drain when you try to pull a vacuum on the drain line, you may have to disconnect the drain hose from the bottom of the wash tub. In some front loaders, there is a ball valve in the drain hose from the bottom of the wash tub to the drain pump. This ball can act as a collection pint from lint and debris. You will need to remove the hoses from the bottom of the wash tub to clean this area. I would recommend doing this as a LAST resort. Often, it can be difficult to reconnect this hose to the tub and get it to seal correctly. I hope this helps you. Please post back if you need further assistance.

You are likely using too much detergent or the detergent is not high-efficiency detergent. Change detergents and/or lower amount and this problem should go away.
The water port on the back allows air inside the tub to escape. However, if the wrong type or quantity of detergent are used, excess suds will flow from this port.
SOURCE: LG Washer/Dryer won't drain
The LG error code OE simply means "the pump is blocked". Presumably the water isn't being emptied properly. As with all error codes it is possible that there is a cause other than the exact description in the error code explanation but basically this error means as far as the washing machine is concerned it thinks the water isn't pumping out. A pump, or filter blockage is the most common cause but it could be caused by other faults such as a faulty pump, or even a blockage in the drain hose or somewhere else in the system etc.
LG themselves have some information on this error code..

SOURCE: F02 Error Code on Kenmore
Hello, welcome to FixYa.
Based on your information posted I understand you have the Kenmore HE3t washer, correct ?
Reading your description and factoring in all you've done and inspected, it may in fact be a faulty pump...(the F02 ultimate worse case) even if it is draining slowly it does not rule it out, trust me I've seen many of them.
By reading your post I've gathered you are pretty thorough so I don't expect you missed it, but I must mention it or I wouldn't be thorough either, I think you can appreciate that, have you checked the back-flow/check ball ?
If not, here's how...
Pull the boot off if you have not and just see if anything has got in there to obstruct the "ball" from working correctly. It is shown here...(this is from the back, but you can do it from the front...just not as easily...in my opinion)
Undo the clamp and inspect inside...if you have not already.
It's amazing how often I find this ball "stuck" or the bellows clogged with debris of all sorts of items...definately worth looking into before declaring the pump has failed. Good luck. Let me know how you make out as I said and if I can help you in any manner going forward I will do whatever I can.
I've also included a more thorough link of my repair tip below

Hi
Error
code SD/5d means LONG DRAIN. This error appears when the drain time exceeds 8
minutes and the water valves turn off. After 4 minutes the "Sd" error
will be displayed, and then 4 minutes later the F21 error code will be
displayed. Press PAUSE/CANCEL two times to clear the display. Please Check the
drain hose and make sure it is not plugged or kinked. If the drain hose if fine
then unplug the washer and check the electrical connections at the pump and
make sure the pump is running. Check the drain pump filter for foreign objects.
To access the drain pump and filter remove the front kick panel and trace the
drain hose to the bottom of the washer, drain pump would be located there. If
you are not able to access it, then replace the back panel as well. Plug in
washer or reconnect power. If the issue is still not resolved then you would
need to replace the drain pump. Hope this helps...please post
back for further assistance.
