try wiggling /turning the steering wheel hard side to side while trying to start it seems like the steering wheel lock pin is stuck or broke if sticking /stuck usually shaking or williging it will let it retract if broken need to open column to repair
the power steering pump locking up is the reason ur serpentine belt broke. on front of power steering pump is a pulley which must spin freely. when this pulley locks up, things break...and yes u definitely need a new power steering pump.
About the only way to do it is to drill out the lock cylinder or take the steering wheel off. There is a plate under the steering wheel the cylinder locks in place.
move wheel side to side while trying to start -if starts and wheel is still in locked position problem can be pin cam that fits into slot on wheel may have broke which would require dis assembly of the wheel to manually move and repair lock
