My wife's mother had an old New Home Sewing machine. Instead of a belt drive off the motor this machine has a slip on rubber wheel about an inch in diameter that is spring loaded and presses against the hand turn reel. The wheel has a flat spot from sitting against the wheel for years. Where can I get a replacement rubber wheel. The wheel is held on by a set screw and has a metal cylinder around which is the rubber wheel.

try turning the tension wheel in the center of the belt wheel. Have you changed belts recently. Also there should be 2 plugs for the machine motor, did these get switched?

I press on the foot pedall and the needle only wants to go up and down when I turn the wheel. Is something wrong with the belt??

If the handwheel is not turning when you press the foot pedal, then there is something that is not operating properly. Is the motor racing or straining to run and nothing is moving? If so, then it's possible a mechanism is stuck or that the belt is broken, frayed, or damaged and is merely slipping instead of driving the handwheel. Resist the urge to force the motor to run when things are not moving--it could damage the motor.

You should be able to check the status of the belts to see if they are at fault.

If it is a mechanical machine (Not computerized), most often the moving metal parts are frozen due to old oil that has solidified, acting more like glue than lubricant. If this is the case, the machine needs a good cleaning and oiling with fresh, good quality sewing machine oil every place that metal rubs on metal.

If it is a computerized machine, it may be best to let a professional technician diagnose the problem as it could be a computer component.

HOW TO CHANGE THE OLD BELT ON THIS MACHINE

The one thing on a sewing machine that needs the most repair work is the belt. The sewing machine belt is a piece of rubber that makes the wheel turn and the needle go up and down in a sewing motion. If the belt is in bad shape, the sewing machine will not work. Sometimes while sewing you may notice a burnt rubber smell. When you smell this, you know it is time to change the belt. Changing a sewing machine belt is fairly easy; just make sure you have the proper belt.

My mom's old singer will start sewing then slows down to a stop.

Try loosening the new belt. The object is to put the belt as loose as you can but tight enough that you can stall the hand wheel without the belt slipping. Once you've done that, loosen the clutch and let the motor run freely for a while. Sometimes people put too much oil on the motor. It only needs 1 drop every 10 years or so. Running it for a while lets some of that excess burn off.

Kenmore sewing machine mod 1703 motor runs but

By 'The wheel the belt is on' you mean the motor pully? If that is so obviously some oil has some how made way on the pully and the belt. Try to remove the belt and clean both wheels and the belt free of oil. This shd slove the problem.

If it doest then please send a photo of the arrangement showing pully and belt. U didnt mention if the machine is old or new. Did u oil it recently before trouble developed?
