Major static with bluetooth speaker

The mini-USB port may be for power/charging only. It probably isn't a data port. Your best solution is to get and use a USB Bluetooth adapter for your laptop. You will need to find one that is compatible (driver compatibility) with the OS on your laptop and has the same or a higher Bluetooth standard. (For example, Bluetooth 4.0 Low Energy devices may not pair with a non-low energy Bluetooth version adapter.)

then on windows 10 pair speaker in bluetooth settings
then
test speaker to see / hear if it now works
