I have a 52in commercial snapper walkbehind (pp71604bv) with a briggs and Stratton 16hp vanguard motor (303776-1046-2A). The mower is a pull start without a battery. Turn the mower on let it warm up for a few minutes. Turn the electric pto switch on to engage the blades. The blades hesitate then come on. Then after a few seconds will shutdown. It will do this a few times then the blades will stay on. I replaced the pto switch, cleaned and tightened all the connections on wiring harness. For some reason there was a 2200uf 50volt capacitor on the pigtail going to the electric clutch. Without the capacitor blades wont turn on at all. I accidentally broke the capacitor had to replace it. Even with the new capacitor the blades still do the same thing. Any Ideas on what this could be?

You might have a capacitor in line with the clutch motor that requires feed from the engine to allow the clutch to engage. I think the red lead is charging current to the battery plus post. Get yourself a 270962 repair manual and it will show you how to wire these things.
