NASCAR radios are not digital & besides, your scanner can't be upgraded. Try programming your local NOAA weather frequency. If you can't hear it, your scanner is not functioning properly & it's doubtful that it would be worth the cost of repairing it.
Your scanner does not receive frequencies between 54 and 137 MHz, and there's nothing you can do to enable reception in that block. Your only option is to purchase a scanner with air band coverage. Here are the reception ranges of the BC-60XLT-1:

you need a USB to scanner interface and a program like w95.exe to ytransfer freq uencies to the channels. It;s a lot easier this way than laboriiously entering 1 at a time.

I have had also repeated problems with the gas gauge, speedometer cluster. I removed it and took it to an electical shop here in Kelowna, B.C. and they replaced a fuse in it. My led screen seems to only last above 3-5 months and then fries out again. I keep replacing the fuse and it still does it
