DC25's cleaner head is engineered with a low profile to clean under the edges of low furniture. However for cleaning under very low furniture we'd recommend using the onboard hose, wand and tools as the vacuum itself is not engineered to lie flat to the floor.

On the back towards the bottom

Riccar style A or B bags will fit. So will Panasonic U, U3 or U6.

Check the wall outlet has poser and make sure the plug is fully inserted.

there is a button left beside of vaccuum cleaner tube to pull it up & bag will open.

I rinsed and cleaned filter out real good seems to have fixed problem? Time will tell. As vacuum sometimes would turn on and other times would not.

Checked your bag if they are full, if bagless check your filter. If still not working maybe the protected temperature fuse blown out. You need to open it and replace the protected blown fuse.

Does it smell like anythings burning if it's on for a while?

It could be that the belt is just stretched out and not keeping enough tension on the brush while its on the carpet. Once you tilt the vacuum up, there's no more friction, so it spins freely. I've had a few that did that.

Will the brush turn by hand ok, or is it froze up, some models have a reset on the back near the bottom, there could be a fuse, take the bag door off, near the top of the vacuum, there maty be a cover to remove, if there is a fuse it would be in there. The motor protector may be bad as well as the motor. Your vacuum will just have to checked over to find the problem.
