Could be either one. The wiper switch could be providing power, and there is a park switch in the motor that provides power until the wiper arms "park". You may be able to disconnect the wiper switch to find out. Chances are you'll need a wiring diagram to test the circuits.
might be a burned spot on the starter contacts where the brushes power the motor. tap the starter to see if problem goes away. sometimes you can clean the contacts but that is a temporary fix.
The clue is does the power light come on or not, several of the older ones had a problem with a relay in the power supply, unplugging set one or more times would allow set on.
I would suspect the fuel pump is the problem, it may be sticking at times and this causes a no start. The pump is located inside the fuel tank and it is electric.
