Most cases of this type of situation are due to the ISP's service speed. You cannot expect to stream high definition video on a lower-speed DSL service or even on base-level cable modem service. It may work okay in off-peak hours, but when there is heavier bandwidth demands, freezing and buffering becomes a common issue. Unless you have about 3Mbps download speed, you can expect performance issues.
The Vizio does not have Internet capabilities. You need to hook up a computer via the VGA or HDMI port. Then youor computer controls what you do with the intenet.
