Everything appears to be working (light, turntable, fan, etc.), but there's no heat. When I press the "1" (express cook) everything sounds fine for the first second, then when the display switches from "EXPRESS" to start the timed count-down, an additional (new) low-level hum starts up. Any suggestions?

This is normal. Kenmore microwaves will stay running with fan and light on for a short time after food is cooked. The reason is to air out the microwave after cooking. Things like pop corn, Bacon etc. have strong smells after cooking. The ventilation helps to remove odors.
If all appears to be running as its working but just no heat. Could be issue with magnetron. You could also have loose connections to magnetron or somewhere in high voltaged as well.
More than likely the magnetron has failed. This could be for a number of reason. Do you use your microwave to heat wheat packs or warm plates? If so, you may have dried the magnetron out (they use the moisture in whatever you're cooking to heat it, and plates/wheat bags have no moisture).
I'd say a trip to your local Microwave repairer could be in order. It could also be the High Voltage Fuse which has failed. Either way a repairer will be able to tell you!
This is a sure sign that the MAGNATRON needs replaced (this is what heats up the food) if every thing else works but food not cooking! 99% of time it is the magnatron!

The fact that the microwave and convection both do not heat indicated that the oven is in demo mode, check the user manual, otherwise it will possibly be a relay not triggering, may need a pcb replacement, check Demo mode 1st....Phil
The problem is that the magnatron is not getting power. Chance is that if could be a bolwn fuse inside the unit. If the fuse don't fix it then that leaves the charging diode, capacitor or the magnatron, or high voltage xformer of which without technical epertize I would not recomend attempting to replace. good luck
If you look at consumer affairs.com, there are many problems like this with GE microwaves. Not a good track record, experiencing problems with mine as well.
Quite often this is due to a bad door switch.
Opening the door while cooking (without first hitting the STOP pad) is the primary cause of door switch failure, but it may also be a broken switch mount.
