HI is your Nokia C7-00 mobile is asking for network lock code once you insert your sim in it then it mean the phone is locked to some other network provider due to this it wont accept any other GSM sim until you unlock it .You can purchase network unlock code from online providers like ProUnlocking.com for reliable cost .You first verify that whether the code is available for your country and network provider .If yes then pay for it and unlock your phone then freely use it with any GSM sim ....

First try unlock code as 12345
If that doesn't work, you can do a hard reset by:
1. Remove battery and put it back, to be sure the phone is off and in standby.
2. Hold Volume + plus, Camera, plus Home, plus POWER ON cell hold all four buttons without releasing them for a few seconds and you should get a recovery menu or something asking to reformat (reset) your phone, do that. Keep on mind that this will factory reset your phone and you might lose your installed apps and/all settings you have done previously
3. If still you can't get to unlock your code and get to your phone, then you will have no choice but to take it to your network provider and ask them do it for you.

Note: I do not have a Nokia C700 and I'm just advancing you based on what I have read about your particular cellphone.

Just factory reset the device. Type in *#7370# and Then the default lock code that you would need to provide is 12345. Hope this helps.
