Driver missing? Driver not compatible? Sound disabled in BIOS?
Sound is faulty? Best way to test this: Make a Linux live test disk.
Make a 32bit or 64bit version on to a DVD, place in cd/dvd drive and restart computer - choose boot option or make sure the computer boots from cd/dvd first. Once you are in PinGuy you can just go to youtube and watch a video with sound. If the sound is still not present, sound card very possibly faulty. Download Pinguy OS
In regards to your sound not working in Windows 7 I can tell you that Windows 7 does handle audio differently then XP did. So you will need to go to the sound card manufactures web page to get the updated drivers for Windows 7. If it is intergated on the motherboard you will need to go to their site to get the audio driver. Note since Windows 7 just came out they may not have a driver yet. However in most cases the Windows Vista drivers would be the same so if the only have Windows Vista drivers you can try them.

this tells me nothing...I need to know the actual model of the motherboard...I assume you're using onboard sound...if that's so, knowing the motherboard model will help in determining what sound drivers you need. see:
