Most modern spark plugs are pre-gapped. As long as you have the correct plugs for that vehicle and you have not changed the gap, you can fit them straight out of the box without setting the gap.
I also have a Echo and would suggest:
Air filter, spark plugs. If it is still sluggish I would then replace the upstream 02 sensor. The fuel filter is apparently lifetime so it should be okay.
Spark plugs do not need calibration!! Although it may need gapping which requires a gapping tool such as a filler guage!! Check your local autozone for this tool and gapping specs for this vehicle!!
usually 35 hundreds but to be sure look under the hood at the white sticker that gives you the information about the engine it usually has the routing for the belts on this sticker. if you cant find it 35 hundreds is a safe bet.
The spark plug gap is usually set on the plugs when you get them new. But its best to check them with a guage. The spark plug gap measurement should be located on the sticker under your hood beside the engine size/i.d. or inside your owners manual.
