The toner is not install properly. At the front end of the toner cartridge has an opening and a slide cover when you push the cartridge. underneath is the black developer unit which it has same opening and a cover some tines the Spring of those two opening cover might come of or tech intentional removing the spring so the opening stay open. but those two opening cover have to engage to open each other to open permitting the toner to drop to the developer unit. examine the the front end of the developer unit and toner cartridge slide covers.

1) Press "Utility-User Setting-Language Selection
2) Go to service mode System 1 - Marketing Area - US

SOLUTION:-
Follow these steps.
1-First of all take a usb cable.
2-Connect its one end to Bizhub 210 and the other end to your computer.
3-you will see your computer will show a notification " Found new hardware".
4-Now insert the printer Driver disc of Bizhub 210 in CD-ROM.
5-autoplay will show at the desktop
6-Now click on "Install Printer"
7-Follow the instructions and install the drivers.
8-when the drivers are correctly installed you will see printer icon of bizhub 210 in "Printer and Faxes" at control panel of your computer.
9-Now right click on this icon and click on "Properties"
10-now click on "PRINTING PREFERENCES" tab.
11-select Paper size, i.e if you are using A4 size in bizhub 210 then select paper size=A4 from the list.
12-now give a print command.ctrl+p. of any document.
13-printer will start printing.
if still having problem, then please do check the usb cable, it may be broken.
if there is any other printers are installed on your computer which are not in use then remove them/ delete them.
use konica minolta bizhub 210 as a default printer.
