Cant loosen allen screw
If you have a acid rust and calcium remover such as "Lime-Away" or CLR. these may be strong enough to break the rust (the set screw is probably steel) or collected lime holding the threads fast.
Some tile/bathroom cleansers also contain mild acids also.
Position the handle so a drop or two stay in or, if it disappears, soak a cotton swab in the solution and press it into the screw head.
I don't think I would leave either of the commercial products in overnight unless a few hours of soaking doesn't help.

It would be an allen wrench. Any typical multi sized wrench should have the proper sized allen wrench.
The holes can often become filled with grime so be sure to seat the wrench properly to prevent stripping.

heat it up with a torch, or just break it off, you can call moen at that point and kindly tell them that your handle broke and you need a new handle and cartridge. or you can get a drill and drill the allen screw out, they are such a pain i usually break them when i can get them out and get parts for it then

hi... yes that's a very common issue with moen "cartridges" -- it's very simple to fix..... grasp the handle and give it a gentle tug upwards when the water is on... if it retracts again, pull the handle out again and tug again but this time a bit harder. Not sure what causes this on new cartridges but it will fix your issue.

The pot-metal they make these out of corrodes very easily. To prevent this I put a dab if grease or Fluid-Film corrosion prevevtative on the threads when I install these fixtures. Assuming you have not stripped the flats inside the setscrew you can try a bit of heat to free it up. A trick I have learned, when it is possible, is to access the back and remove the retainer clip that holds the cartridge in place and then pull the whole shebang out the front. Then I can address the stuck setscrew directly.
Otherwise you will have to sacrifice the handle to gain access. Luckily, Moen will replace defective components at no cost to the consumer.
