At this stage all I can think of another program is stopping them like Windows Defender? is that on your system and running/enabled if so look into it to see if it's blocking restricting applications running.
Vista sucks anyway, and anything that can run Vista should be able to run Windows 7. This is a blessing in disguise. Buy Windows 7 Home Premium Upgrade and install it.You legally qualify for the upgrade version if your computer came with Vista. Check on the way you want the sharing to work. Try USB tethering which should be the most easy to set up. Tethering will work with Windows Vista, Windows 7 and Linux.
Try opening Device Manager in Control Panel and deleting the driver. Reboot, plug the mouse in again and see if that works. Alternatively try restoring your PC to before your last update.

no it is not fried. you just need to find a vista disk and use that instead of the recovery disks. Once you reinstall Vista you should be able to go online for the Toshiba drivers. Make sure you have the windows Vista Key which should be located under the laptop. the vista software install will ask for it.
REmove Mcafee off of the computer and install AVG or Avast both are FREE downloads and FREE antivirus programs. Wont slow the computer down or lock it up
the problem is not with your mouse or keyboard but with your system itself. vista is very intensive in eating up your memory resources. try to disable some program like aero or other features of vista which will slow down your computer. how big is your memory both internal and video?
