May be the graphics card has fitted correctly on the slot inside try reinserting once....
or
may be this is due magnetic field appliances like speakers are very near 2 monitor so keep some distance from monitor and then on monitor press menu button and give degauss....
if still problem problem persists then may be there is some conflict with the driver so try uninstalling it and then installing it again...

or else may be there monitor problem ... just have check with connecting another monitor

Card didn't work while fan is running

That is a really low end video card. The same card is available for $10-30 on bidding sites. Get another one or upgrade to something with more horsepower if you like games or watch video. Just make sure your motherboard will support the new video card. THe one you looks to be a standard PCI (older format).

Want to make sure your drivers are in place and no errors have occurred? Simply click start right click on my computer select properties then select device manager scroll to Display Adapters and click on the small "+" you should see the model of your PCI Express graphic card there. If there is a problem with it, a yellow exclamation mark should appear besides it. If you don't see it everything is OK and your card is working properly.

If your computer came with a motherboard disc the drivers could be on it

Click start control panel administrive tools computer management device manager scroll to display adapters + to expand you might see a yellow question exclamation mark ? mark ! or a red x right click select reinstall drivers if you don't have a disk with the drivers you have to download them

That doesn't seem like video card issue it sounds like a printer driver issue. Check your print settings and make sure it's set to simply black and white or just color....and uncheck advanced dot placement mode.

There isn't any contrast controls on TFT screens, it's color response depends on the maker of the panel.
If your PC has a Intel or NVidia graphic card, you can modify some color settings from the video driver like gamma or contrast. For NVidia cards, there is a setting called "Color Vibrance" or "Digital Vibrance", increase that.
On Intel cards, right click on the desktop, go to graphic properties, color correction.

Colored dotted lines across the screen

If you understand the components of a computer pretty well, open the case and remove and reseat the graphics card into the slot.

Does it seem to only do it after so long, for example turn the computer of for a few hours, and it wont happen when its first turned on, but then a few moments later it starts after its warmed up?
If this does not resolve the issue, you may be experiencing graphic artifacts which can occur when a gpu is overheating due to a poor cooler. Check to make sure the heatsink is touching the gpu.

Usually with that card, that condition happen if there isn't enough video memory to process the graphics.  Does the memory card memory settings you are using acceptable to the game you are playing?

The memory on your card is beginning to fail. There is no repair for it, and it's time to let it retire.

You should be able to find a new 5700 or similar still in most computer shops. Pricing is the big problem with them costing far more then an equivalent PCI-e model.
