While pre-heating the oven (non-of the range burners were on), there was a pop (sounded like when you open a can of biscuits) and a flash (could have been a large spark or small flame). The breaker tripped and the oven shut off. I reset the breaker and the control panel came on, but the oven (top nor bottom elements) will not get hot. This is an electric Frigidaire oven; I believe the model number is 316244485.

It is most likely the pop came from a relay on the control board if the elements checked ok but not getting power to them. This is fairly common on fridgidaire ranges. Replace the oven control. Usually the control overlay is sold as a separate piece.

Richard, sounds like you did all the pretests. You'll need a new display panel. When you work on it, be sure to cut the power.
SOURCE: Range/oven breaker won't reset
it may be a wire fried or came loose, and is touching metal. if an exposed wire is touching metal, you wont be able to reset the breaker. pull the range out, and remove the back, and if necessary, lift the top and check the wires to the burners also. it should be easy to spot the wire that's causing the problem from there. let me know if you have further questions, shane

F-1 USUALLY MEENS THE MAIN PCB OR CLOCK ***. I WOULD RECOMEND REMOVING THE POWER AND PULLING IT AWAY FROM THE WALL .TAKE THE BACK PANNEL OFF AND LOOK FOR A BURN MARK. THAT SHOULD SHOW WHAT BLEW.
GOOD LUCK!

SOURCE: Oven not working
it is very likely that the element has failed internally and as such, the only cure is a new element.
