When I start the computer here is what happens: The fans immediately start Green lights on the 2 dvd/cd drives flash on then off Keyboard lights flash on then off. Keyboard lights won't go on with num lock or caps lock. Power light at bottom front is amber/yellow Monitor power light turns green, then back to amber/yellow Fans sound louder than usual (although I could be imagining that) After this, if press the power button for several seconds, it stops for an instant then starts up again. The only way to turn it off at that point is to unplug power cord. I tried a different monitor, just in case that's all it was, but it didn't work. I realize this is an old computer, but I can't afford an new one at this time, so any suggestions are greatly appreciated!!
Not good symtoms.. And yes, the fans will run at 100% when not being controlled. Possible power supply issue, but Sounds like a motherboard problem. possibly the RAM (memory failed.) Or just some critical component failed on the board.
You could try, if you've opened it up before, remove and re-seat the ram modules. It's likely you have 2 ram modules. Try replacing only one and see if it starts, then switch & try the other one. Also could be the cpu, but start with the ram.

Unless you are familiar with removing and installing the internal components of the computer it is unlikely that you will be able to fix this computer yourself. It sounds like there is a hardware fault. It could be as simple as something overheating or even a fan cable coming loose but at almost 10 years old it's amazing the system is still going. I'm sorry I don't have a simple answer to give you to make your computer just work again.
