You need to take it to the Service provider for your Password. If your keyboard is locked up, they should be able to enter their Master code on your phone.
You have a redundant system which has your Cell ID as part of their approved (Paid up) contract with the provider. Since they know your account info, they know your Login info and should be able to bypass your keypad to boot the phone.

The reason why the phone is asking for a code is because its detecting a new sim. It's asking for a security code- every brands of phone has it for security everytime you insert a different simcard. If you surf at website of ZTE, try to log at their URL for security code reference. I'm kinda not familiar for the security code of your phone. Unlike Nokia handsets, its default security code is 12345. For Sony Ericsson, its 0000.
