First of all Check your Account.Check your Message Settings.Especially "Service Center Number" Settings.This Number Depends on Each Service/Sim Card Providers.
Contact your Provider to Know Service Center Number.
Some times Operator's Server Down may also Error in sending SMS...

First check self test to see if it's a HW failure or software.
The second thing to do is default to Factory settings. If the problem remain go to the next step
You may try to write full PM removing the simlock sectors. (I think it's 120 in new Nokia phones)
After getting a full PM without locks information connect the phone through FBUS, then selec SX4 AUTH. Press Service.
If the process finishes with no errors then select write PM and then push service. Now select PM.
