A standard oven thermometer is not very sensitive. The reason is because the oven temp varies 50-75 degrees during the cycle and you don't need to know this when baking, you just need to know the median temp.
When checking the oven temp, you don't adjust anything until the oven has cycled at least 5 times. It takes that long for the cavity temp to stabilize. Since the temp on your thermometer does level out at the proper temp, I don't think you have a problem with your oven. I would assume they checked the temp with an electronic probe.
Adjusting the temp offset at the ERC is about all you can do without replacing the ERC or sensor if the temp is actually off.
Don't laugh about the federal regulations. The Dept. of Energy set oven temp/cycle time regulations that went into effect Jan '05.
They set regulations on hot water wash temps for new washing machines that just went into effect Jan '07.

I had the same problem today (my wife overflowed a pot of chicken stock last night, so there was liquid all over the cook-top, and some probably got down behind the control pannel). Based on the solution to a problem that seemed similar, though definitely not as exact as your description, I checked the probe connection (unscrewed the retaining nut, then unscrewed the two sheet metal screws holding the housing in place, then gave the probe connection a gentle tug to ensure that it was still properly connected). Finding nothing wrong, I replaced the housing and retaining nut, and the lights were no longer flashing.

We had the same problem, and we tricked it into running it's cycle be doing the following;
1. Wrap a wet paper towel around the probe, plug it in, and close the door. Then follow the temp. probe directions in the manual:
2. Set probe temp. at 130 degrees, then select a bake cycle. We selected convect bake.
3. Set oven temp for 275 degrees, but maybe any temp over the probe temp would work.
4. Then start. The cycle took 12 minutes to complete, and when it was finished, turn the oven off and then open the door and unplug the probe.
5. Now everything works fine.
