.MENC stands for (Microsoft Windows) Mobile Encrypted file.
To convert your menc file extensions, go online and search. There are many converters available for free or a fee.

Turn off the encryption on your phone. Power it off, take our your SD card, and then reinsert it and power back on.

There are tools out there that can convert menc files to jpg. An example would be Picture Resizer, of wich a free trial is available.
