A bit of fuzziness is expected especially when you move. How fuzzy depends on speed of your computer and the capture ability of the camera. I have quickcam that is 1.3 megapixel. Stationary objects are pretty clear, but all motion is fuzzy and distorted. Move slowly to help minimize the distortion. When using instant messaging or Skype, set camera to a smaller image size for faster compression and transfer.

Pictures fuzzy when you look through the viewer.

The viewfinder and the picture lens are totally separate. If it looks fuzzy, and then comes out fuzzy, the capture screen inside needs cleaned. The main lens and viewfinder lenses should be cleaned too.
Get estimates before you say yes to the work. It might be cheaper to buy another camera, unless you can do the work yourself.

Fuzzy pictures

It's possible that some of the settings are set improperly on the camera. Try resetting the camera back to factory default settings and see if this makes any difference. To reset the camera - have the camera in shooting mode - go to Menu - left arrow to RESET - press Ok - highlight Yes and press Ok. This will set the camera back to factory settings. Try to take some images and see if they are still fuzzy.

Fuzzy pictures with the ge E1030

Did you change any settings ie. exposure value, shutter speed? Those could cause blurry pictures if you do not have the camera on a tripod.

There is insufficient light indoors, so the camera is selecting a slow shutter speed, which is causing camera shake, hence the 'fuzziness'.
