Select New
Select Shortcut
type in http://www.hotmail.co.uk
Name it Hotmail
Click Finish!

I can solve your problem, but a little bit intro of what's happening:
"Microsoft uses IP Geomapping to determine where in the world you are and then assigns you to your local e-mail address" means if your are in Uk you'll get to see only >@live.co.uk >hotmail.co.uk If u use proxy u'll get through.
So this link will redirect you to the US domain addressing @ Live/Hotmail.com

Shortcut needeed for hotmail address. It seems to take ages to sign in or even find the page. Thanks, Verna

Open a web page Right click in the top of screen select the menu tab.
This will add to your screen toolbar File Edit View Favorites Tools and Help
Open your hotmail right click select Add to Favorites.
Then you can access your Hotmail through Favorites drop down list.
Or
If you have multiple Hotmail accounts, you can create a shortcut icon for each of the accounts on the desktop.
This allows you to quickly launch the specific login page for each email account without having to reenter or remember each email address.

Log in to your Hotmail account. Place the cursor in the address bar and highlight the URL.
Right-click and select "Copy."

Right-click on an empty space of the desktop and select "New" and then "Shortcut."
The "Create Shortcut" wizard launches.

Right-click inside "Type the location of the item" field and select "Paste."
The URL of your Hotmail account is pasted as the location of the shortcut.
Click "Next."

Type a name for the icon in the "Type a name for this shortcut" field and click "Finish."
The Hotmail shortcut icon appears on the desktop.
Double-click the Hotmail icon to log in and access your Hotmail account.

Assuming you are using a Windows operating system, just right click on a free part of your Windows Desktop then select New then Shortcut.In the Create Shortcut panel that opens, type in the URL:http://login.live.com/login.srf?id=2&vv=1200&lc=1033
as the location of the item your are creating the shortcut to, then click Next and type in Hotmail for the name of the new shortcut then click on Finish.You will now have a shortcut to the Hotmail web site sign in page on your desktop where you can enter your Hotmail ID and password.
